Action Consulting (2009).  Keeping the Homeless Housed: An exploratory study of determinants of homelessness in the Toronto community.  Toronto, On: Tremblay, Jacque.

ABSTRACT: Commissioned by the Wellesley Institute, this new research explores alternatives to shared housing as a transitional strategy for Toronto’s chronically  homeless population, and exposes a fragmented and confusing system that lacks a focus in developing long term, sustainable strategies for integration into the community.  Jacques Tremblay demonstrates homelessness as a health and housing problem, and calls for inter-agency cooperation and integration, as well as intra-system integration.  Tremblay’s research supports harm reduction as a critical component to break the cycle of chronic homelessness, and includes several recommendations including flexible programs and program funding to meet the changing needs of real people.
