ABSTRACT: Commissioned by the Wellesley Institute, this new research explores alternatives to shared housing as a transitional strategy for Toronto’s chronically homeless population, and exposes a fragmented and confusing system that lacks a focus in developing long term, sustainable strategies for integration into the community. Jacques Tremblay demonstrates homelessness as a health and housing problem, and calls for inter-agency cooperation and integration, as well as intra-system integration.
